Why can't the replacement Dell laptop battery be charged?

Why can't the replacement Dell laptop battery be charged? How to solve this problem?

Take some replacement Dell laptop batteries for example:1691p, dell inspiron 6000 battery, dell 75uyf , dell latitude c510 battery, universal external laptop battery and so on..

1)Reason:

a.The replacement Dell laptop battery has no voltage.

b.There is problem with charger, as it has no output electric current.

c.Low charging efficiency due to external cause.2

2)Solutions:

a.Test whether the charger has voltage and output electric current or not.

b.Check if the charger is well contacted with battery.

c.Activate the battery with voltage and current 1.5 time higher then the highest ones of battery. (Use this method only when the battery can't be charged.)

The other replacement Dell laptop batteries such as Dell inspiron 700m battery, Dell inspiron 710m battery, Dell inspiron xps m140 battery...If one of them can't be charged,the reason maybe so.

Voltage and Amperage for replacement Dell 1691p battery

Rechargeable Dell laptop batteries are rated by manufacturers using voltage, amperage, and sometimes wattage. These ratings are usually listed directly on the battery itself, shown as xV. and xx mAh. Many people notice that the replacement battery they are about to purchase does not match exactly with the voltage and amperage rating of their original battery. Also, several questions often arise about the meaning of "amps", "milliamps", "watts", etc. This article will address some of these questions and provide useful information about replacement batteries.

Take the Dell 1691p battery for example


Voltage
The volts of Dell 1691p battery refer to an electrical measure of energy potential. They indicate how much electric charge is available to the device from the battery. This number is usually printed directly on the original battery, allowing one to easily compare their original voltage rating with the voltage rating on the replacement battery. Replacement Dell 1691p batteries should only be purchased when the voltage is reasonably close to that of the original battery. So, if the original battery is a 14.4 volt, a 14.8 volt replacement battery will work perfectly fine.

Amperage
"Amps" is an abbreviation of Ampere, a 19th century French scientist. This term refers to the capacity of the battery in terms of runtime. Many batteries use the term "amp hours", but this does not translate directly into actual hours because different devices put different amounts of strain on the battery. Many batteries also use the term "milliamps" of "mAh". This is simply a different way of saying amps, as 1 amp is equal to 1000 mAh. There is significantly more freedom available when choosing a replacement battery in terms of amps. Increasing the amperage in the replacement battery will only increase the amount of time the battery can power the device before it needs to be recharged. For all intents and purposes, the only limiting factor in choosing a replacement battery in terms of amps is size, as batteries higher in amps are often larger in physical size.
